Burke proved that the generalized nonstationary ideal, denoted by NS, is universal in the following sense: every normal ideal, and every tower of normal ideals of inaccessible height, is a canonical Rudin‐Keisler projection of the restriction of NS to some stationary set. We investigate how far Burke's theorem can be pushed, by analyzing the universality properties of NS with respect to the wider class of ‐systems of filters introduced by Audrito and Steila. First we answer a question of Audrito and (...) Steila, by proving that ‐systems of filters do not capture all kinds of set‐generic embeddings. We provide a characterization of supercompactness in terms of short extenders and canonical projections of NS, without any reference to the strength of the extenders; as a corollary, NS can consistently fail to canonically project to arbitrarily strong short extenders. We prove that ω‐cofinal towers of normal ultrafilters, e.g., the kind used to characterize I2 and I3 embeddings, are well‐founded if and only if they are canonical projections of NS. In this paper we provide evidence from Japan that bears on a general theory of agenda power in legislatures. By agenda power we mean the power to determine: (a) which bills are considered in the plenary session of the legislature and (b) restrictions on debate and amendment to these bills, when they are considered. While a substantial amount of work has focused on the second category of agenda power, including studies of special rules in the US House (e.g., Sinclair forthcoming), (...) closure in the UK House of Commons (e.g., Cox, 1987; Dion, 1997), and the guillotine in the French National Assembly (e.g., Huber, 1996), there is very little on the first and arguably more fundamental sort of agenda power. The present paper develops arguments for the need to formulate the basic theories of physics in terms of a six-dimensional manifold, as opposed to the four-dimensional space-time continuum of conventional theory. Employing a purely classical approach, some of the dynamical consequences of such a formulation with regard to both electrodynamics and gravitation are evaluated. The results lead to interesting implications with regard to various questions such as the occurrence and importance of superluminal particles, the existence of two or more physically (...) distinct time scales, and the variation of the gravitational coupling constant G and the law of energy conservation. After some general remarks about the interrelation between philosophical and statistical thinking, the discussion centres largely on significance tests. These are defined as the calculation of p-values rather than as formal procedures for ‘acceptance‘ and ‘rejection‘. A number of types of null hypothesis are described and a principle for evidential interpretation set out governing the implications of p- values in the specific circumstances of each application, as contrasted with a long-run interpretation. Human dignity has long been used as a foundational principle in policy documents and ethical guidelines intended to govern various forms of biomedical research. Despite the vast amount of literature concerning human dignity and embryonic tissues, the majority of biomedical research uses non-embryonic human tissue. Therefore, this contribution addresses a notable lacuna in the literature: the relationship, if any, between human dignity and human tissue. This paper first elaborates a multidimensional understanding of human dignity that overcomes many of the shortcomings (...) associated with the use of human dignity in other ethical debates. Second, it discusses the relationship between such an understanding of human dignity and ‘non-embryonic’ human tissue. Finally, it considers the implications of this relationship for biomedical research and practice involving human tissue. The contribution demonstrates that while human tissue cannot be said to have human dignity, human dignity is nevertheless implicated by human tissue, making what is done with human tissue and how it is done worthy of moral consideration. It says that happiness is the only thing desirable as an end. But the meaning of this formulation is problematic, Since mill's theory of practical reason conceives this desirability as an end as generating reasons for action for all agents in a way implying impartiality between self and others, Whereas in the ordinary sense it does (...) not. This study investigates the performance of psychopathic individuals on tasks believed to be sensitive to dorsolateral prefrontal and orbitofrontal cortex (OFC) functioning. Psychopathic and non-psychopathic individuals, as defined by the Hare psychopathy checklist revised (PCL-R) [Hare, The Hare psychopathy checklist revised, Toronto, Ontario: Multi-Health Systems, 1991] completed a gambling task [Cognition 50 (1994) 7] and the intradimensional/extradimensional (ID/ED) shift task [Nature 380 (1996) 69]. On the gambling task, psychopathic participants showed a global tendency to choose disadvantageously. Specifically, they showed an (...) impaired ability to show learning over the course of the task. On the ID/ED task, the performance of psychopathic individuals was not significantly different from incarcerated controls on attentional set-shifting, but significant impairments were found on response reversal. These results are interpreted with reference to an OFC and amygdala dysfunction explanation of psychopathy. (shrink)

Christopher Miles Coope offers a letter, drafted by Helen Taylor but certified by Mill, in which Mill asserts the duty to vote, as evidence that he could not have regarded harmfulness to others as a necessary condition of moral wrongness. But it is clear that Mill regarded the duty to vote as one of imperfect obligation, and the wrongness of not fulfilling it as a matter roughly of not doing enough, in this case not doing one's fair share. He has (...) room for the common-sense harmlessness of staying at home. At the same time he grounds political duties in the harmfulness of neglecting the power of legislation and in the possibility, consistently maintained, that one can harm by inaction. Mill's view, central to his relation between morality and liberty, remains at work here, while also suggesting reflections on the peculiarity of his conception of harm. (shrink)

Recent studies using functional magnetic resonance imaging of patients in a vegetative state have raised the possibility that such patients retain some degree of consciousness. In this paper, the ethical implications of such findings are outlined, in particular in relation to decisions about withdrawing life-sustaining treatment. It is sometimes assumed that if there is evidence of consciousness, treatment should not be withdrawn. But, paradoxically, the discovery of consciousness in very severely brain-damaged patients may provide more reason to let them die. (...) Several recent papers which purport to substantiate or negate arguments in favor of certain theories of absolute space have been based on fallacious principles. In this paper we discuss three related instances, indicating where misconceptions have arisen. We establish, contrary to popular belief, that the classical Lorentz ether theory accounts for all the experimental evidence which supports the special theory of relativity. We demonstrate that the ether theory predicts the null results obtained from pulsar timing and Mössbauer experiments. We conclude (...) that a measurement of the one-way velocity of light has physical meaning within the context of the Lorentz theory, and argue that an adequately designed experiment to measure the one-way velocity of light should be attempted. A qualitative study with an exploratory, descriptive and documentary design that was conducted with the objective of identifying the elements to constitute a method for the analysis of accusations of and proceedings for professional ethics infringements. The method is based on underlying elements identified inductively during analysis of professional ethics hearings judged by and filed in the archives of the Regional Nursing Board of Santa Catarina, Brazil, between 1999 and 2007. The strategies developed were based on the results of an (...) analysis of the findings of fact (occurrences/infractions, causes and outcomes) contained in the records of 128 professional ethics hearings and on the structural elements (statements, rules and practices) identified in five example professional ethics cases. The strategies suggested for evaluating accusations of ethics infringements and the procedures involved in deliberating on ethics hearings constitute a generic proposal that will require adaptation to the context of specific professional ethics accusations. The furore over the retention of organs at postmortem examination, without adequate consent, has led to a reassessment of the justification for, and circumstances surrounding, the retention of any human material after postmortem examinations and operations. This brings into focus the large amount of human material stored in various archives and museums, much of which is not identifiable and was accumulated many years ago, under unknown circumstances. Such anonymous archival material could be disposed of, used for teaching, used for research, (...) or remain in storage. We argue that there are no ethical grounds for disposing of the material, or for storing it in the absence of a teaching or research rationale. Nevertheless, with stringent safeguards, it can be used even in the absence of consent in research and teaching. Regulations are required to control the storage of all such human material, along the lines of regulations governing anatomy body bequests. (shrink)

The concept of brain birth has assumed a position of some significance in discussions on the status of the human embryo and on the point in embryonic development prior to which experimental procedures may be undertaken on human embryos. This paper reviews previous discussions of this concept, which have placed brain birth at various points between 12 days' and 20 weeks' gestation and which have emphasised the symmetry of brain birth and brain death. Major developmental features of brain development are (...) outlined, including the gradualness with which new features generally appear, and also the electroencephalogram (EEG) characteristics of premature infants. From this it is concluded that, if the concept of brain birth is a valid one, it should be placed at 24-28 weeks' gestation. More importantly, it is concluded that the differences between brain development and brain death throw doubt on the concept itself. (shrink)

In her valuable book Hiding from humanity: Disgust, shame and the law, Nussbaum says that she reaches many of the same practical conclusions as Mill. But she argues that Mill’s conceptions of liberty, justice, and respect for rival ideas of the good and for religious belief, are defective, and further that they do not provide as adequate a basis for the form of political liberalism she recommends. Actually, the alleged defects in Mill rest largely on misrepresentations, but more importantly, once (...) one understands the central role of Mill’s account of justice in shaping his view of liberty and morality, it becomes clear that he offers a better response to cultural pluralism. His way of relating the morality and the aesthetics of conduct embodies a kind of respect for diversity both deeper and more realistic than that claimed for political liberalism. Mill brings a heritage from the Enlightenment in the light of which political liberalism looks like a failure of nerve.
